GRA entered into 6 contracts with SML without PPA approval – KPMG Report

The full report by KPMG has revealed that the Ghana Revenue Authority (GRA) had six service contracts with Strategic Mobilisation Limited (SML), not three as initially claimed by the presidency.

All contracts, executed without Public Procurement Authority (PPA) approval, included various audit and verification services from 2018 to 2020.

The audit followed an investigation by The Fourth Estate, uncovering irregularities and false claims by SML about their effectiveness in tackling revenue losses.

Despite these findings, Finance Minister Ken Ofori-Atta sought to expand SML's contracts in 2023. President Nana Addo Dankwa Akufo-Addo has since suspended these contracts and released the comprehensive KPMG report detailing these breaches.
