Procurement expert Michael Kofi Quashie has emphasized that the primary goal of Act 663 in Ghana's statutes is to ensure value for money in public procurement.

He stressed that the law aims to secure the judicious, economic, and efficient use of state resources, which are taxpayer-funded.

Quashie noted that adhering to this principle is crucial in public procurement, and any deviation undermines value for money.

He explained that value for money means avoiding overspending and ensuring that specifications meet the required needs, using the example of procuring a vehicle for public duties.
