The Institute of Statistical, Social and Economic Research (ISSER) has highlighted technology as key to addressing Ghana's tax revenue shortfall in its 2023 State of the Ghanaian Economy Report.

A pilot project using the Enhanced Revenue Mobilisation System (ERMS) in La Nkwantanang Madina Municipal Assembly showed a 103% increase in property rate collection compared to non-ERMS assemblies.

However, ISSER cautioned against potential misuse of the system by revenue collectors, emphasizing the need for effective oversight and accountability. The report advocates for investments in digital infrastructure to widen the tax base and promote sustainable economic growth.
