Two New Ministries Created Secreatly

A lean government with 2 new ministries, one was scrapped(Public Sector Reform) off but has bounced back due to the conditions under the IMF loan and another MINISTRY OF NATIONAL SECURITY AND INTELLIGENCE with Cletus Avoka as the acting Minister. This brings to number 26 minstries against Kuffuor's 27 ministries. Is this the lean gov't we were promised?
