Special Prosecutor, Kissi Agyebeng
Dear Special Prosecutor,
I humbly write this letter to draw your attention to the recent medical leave taken by the honourable speaker of Ghana Parliament Bagbin to the kingdom of United Arab Emirates where he took an entourage with him.
I do believe the speaker is entitled to such a medical leave as part of his conditions of service, he is not entitled
Read full article.to take an entourage with him for the state to also bear their expenses including their per diem.
I have a reasonable belief that Bagbin has committed financial losses to Ghana for taking this entourage on a MEDICAL Leave for the state to pay them per diem and their travel expenses?
The constitution of Ghana clearly says that, when the speaker is out of jurisdiction, he hands over the speaker's position to the first deputy speaker to run the day-to-day activities of Parliament.
This means a Speaker who is out of Jurisdiction is not authorised by any law to conduct any business related to Parliament duties as the constitution says.
Why did Bagbin take an entourage to conduct Parliamentary business while on medical leave?
What law in Ghana authorised this illegality?
What role did these individuals in his entourage play during Bagbin's medical leave bearing in mind the constitution forbids him from running activities of Parliament when he is out of Jurisdiction?
Bagbin needs to explain to the good people of Ghana what exact role did each member of his entourage played while he was on medical leave in UAE and what law permitted such duties?
Did Ghana pay the expenses of this entourage and what law permitted this?
Did Bagbin's condition of service say he can take an entourage on medical leave so the state will bore their expenses?
Who authorised such illegality?
Where in the world will someone on medical leave take a huge entourage with him to perform official duties when he has already handed over his duties to his deputy?
Was Bagbin himself paid per diem during this medical leave?
Medical leave is not a business trip therefore if the state paid for these expenses including the speaker's per diem while he will be paid his full salary, then such a practice is wrong.
I hereby ask the special prosecutor to formally open an investigation into the speaker's recent medical leave to UAE and surcharge him and all members of his entourage for all other expenses except (the speaker's personal medical bill and travel expenses ).
I hope to count on your co-operation.
