Frank Elinam Cobbinah aka Atumpan is a Ghanaian musician.

He was born on 24 December 1983 and hails from the Volta Region of Ghana. He attended Yaa Asantewaa M/A primary and junior secondary school at Kumasi in the Ashanti Region and was the entertainment prefect for the Boa Amponsem senior secondary school in the Central Region of Ghana.

Atumpan is a trained teacher with a certifictae from the Wiawso College of Education in 2002. He also has a Bachelor's Degree in Linguistics, majoring in the English Language from the University of Education Winneba in October 2008.

He won Best New Artiste of the year, Best Afro-pop Song of the Year, and Best Collaboration of the year in the 2012 Vodafone Ghana Music Awards after releasing his hit single, "The Thing". He also won the Best Collaboration of the year in the 2012 Vodafone Ghana Music Awards.

He was nominated in 2003 for Best African Act in the 2013 MOBO Awards and won the Best International Afrobeats Act in the 2013 BEFFTA Awards. In 2014, he was nominated for the Urban Music Awards for the Best African/Afrobeat Act along with Sarkodie and Fuse ODG.

Atumpan is signed to Hardboy Music.
