Court Orders The Arrest Of A 35 Year Old Fraudster In Amasaman

A bench warrant for the arrest of a 35-year-old self-employed man has been issued by the District Court in Amasaman on charges of attempted fraud and fraud by false pretenses.

Francis Annan asserted that he worked for the Ga West Municipal Assembly and was performing maintenance on the assembly's Bio digester latrine facilities.


Annan is alleged to have collected GH250 from Emmanuel Opoku Akowuah under the guise of performing maintenance.

Mr. Akowuah was dissatisfied with the work performed by the accused and denounced him to the Environmental Health Officer at Amasaman Municipal Assembly, Ms. Catherine Ashiagbi.

Annan was absent when the matter was brought before the court.

led prosecution Inspector Emmanuel Oteng requested a warrant for Annan's detention due to his absence from court.

The bench warrant was issued by the court presided over by Stanislaus Amanoipa, and the matter was continued to May 3, 2023.

In the prosecution's case, the first complainant is a health and environmental officer at the Amasaman Municipal Assembly named Catherine Ashiagbi.

According to the prosecution, the second complainant is Emmanuel Opoku, a taxi driver from Achiaman near Amasaman. Additionally, the accused resides in Ashalaja, close to Amasaman.

It is stated that on April 13, 2023, the defendant visited the residence of Mr. Opoku in Achiaman and introduced himself as an employee of the Ga West Municipal Assembly. He also stated that he was officially delegated to check whether the bio digester toilet facility built by the assembly was full and to perform maintenance.

According to the prosecution, Annan moved the septic tank, unsealed it, and collected GH250 to pay for maintenance.

It was stated that Mr. Opoku was dissatisfied with the alleged maintenance work performed by the accused, and he reported the matter to Ms. Ashiagbi at the Ga West Municipal Assembly.


Madame Ashiagbi instructed Mr. Opoku to keep an eye out for Annan.

According to the prosecution, on April 14, 2023, Annan visited Stella Nyarko, a witness in the case and a resident of Achiaman, and once again introduced himself as an official of the Ga West Municipal Assembly and a member of the team that built the bio digester latrine facility.

It was reported that Annan demanded GH250 from Madam Nyarko, but she asked him to return the following day.

According to the prosecution, Ms. Nyarko informed Ms. Ashiagbi and Mr. Opoku, and the accused was also instructed to perform the maintenance work. He was apprehended and taken to Amasaman Police Station.

In his caution statement, Annan acknowledged committing the offense.
