Chelsea almost finalizing terms with Real Madrid

Since a change in ownership, Chelsea has adopted a transfer policy not dissimilar to Real Madrid's, in which they seek out and acquire the best young players in the world. They just finished their worst campaign this century, so far, so it hasn't paid off for them. The Blues, however, appear to be standing firm for the time being.
