Ethiopia's IHRE

The UN Human Rights Council formed the International Commission of Human Rights Experts on Ethiopia (ICHREE) in December 2021 to investigate breaches and abuses in Ethiopia since November 2020. The commission's term was renewed in December 2022. After the cessation of hostilities agreement, transitional justice policies and peace and stability in Ethiopia have improved. The peace pact also improved humanitarian aid, vital service restoration, DDR implementation, and conflict-affected area rehabilitation and recovery. Ethiopia has created a ministerial task team to implement the findings of the EHRC-OHCHR joint investigation. The transitional justice strategy ensures responsibility for all conflict crimes. Ethiopia has begun a nation-wide political debate to resolve its longstanding problems and chart a prosperous and democratic future. The Transitional Justice Working Group of Experts (TJWGE) is expected to finish consultations by the third week of August 2023 and provide a policy statement to the Ethiopian Council of Ministers by September. Ethiopia believes ICHREE must be ended in September 2023 without any substitute international structures.
