Parliament's First Deputy Speaker Joseph Osei-Owusu has said that it is inappropriate to place responsibility on the Minority for the alleged slowing of government operations in the chamber.

The Second Deputy Speaker of Parliament, Andrew Amoako Asiamah, was forced to issue a directive to the leadership of both Caucuses last week due to the increasing absenteeism of Members of Parliament, ordering them to take responsibility for ensuring their members are present in Parliament for business operations to take place.

The Bekwai lawmaker explained on the weekend edition of Joy FM's News File that he would not blame the Minority for the House's inability to conduct business because the Majority can build a quorum without them.

For the sake of argument, let's say the Minority stops showing up to Parliament for the remainder of the year; the majority still has enough votes to get things done.


So, I won't put the responsibility on the Minority if negotiations stall.

I'm claiming that the absence of action is due to the requirement of 92 MPs to conduct business and the requirement of 138 MPs to make a decision.
