OSP Freezes Two Accounts Of Cecilia Dapaah; One Contain Ghc 48m, Another Contains $5m

Cecilia Abena Dapaah, who once served as Ghana's Minister of Sanitation and Water Resources, has had two of her bank accounts placed under freeze by the Office of the Special Prosecutor (OSP), according to reliable sources.

According to the sources, one of the accounts contained GH48 million, and the other account included $5 million.

This information is being gathered as part of an inquiry into the circumstances surrounding the former government appointee's decision to keep such a significant quantity of money in her residence.

On Saturday, July 22, less than 24 hours after it was reported that some foreign cash had been stolen from her bedroom, Madam Cecilia Dapaah submitted her resignation to President Nana Addo Dankwa Akufo-Addo in a letter. Her resignation was effective immediately.

She informed the state authorities in her letter that "I intend to cooperate fully with all of the state agencies in order to enable them to fully establish the facts."

"I have no doubt that at the end of the processes it will be established that I have conducted myself with integrity during my period of time in public service and I will be fully exonerated from any and all of the allegations," she continued to say.

It was rumoured that Madam Cecilia Dapaah had stashed away millions of Ghana cedis in addition to one million dollars and three hundred thousand euros in her residence.

Two housemaids are currently on trial in an Accra circuit court for the theft of the aforementioned funds, which they are said to have taken.

After some time had passed, the Attorney General requested that the Police examine the ownership of the US$200,000 and €300,000 that had been taken from the residence of the Former Minister of Sanitation and Water Resources, Cecilia Abena Dapaah.

This was in response to the AG's statement that Madam Abena Dapaah had failed to identify the person who owned the cash.

"[She] stated in her initial complaint that $800,000 belonged to her deceased brother and GHC300,000 of contribution towards her mother's funeral contained in a box and a bag respectively were stolen," the A-G noted in his recommendation regarding the money that was stolen from Madam Dapaah. Henry Osei Kwabena, when questioned by the police on July 4, 2023, verified this information by stating that he had delivered the box of money to her sister for the sake of safekeeping.

Despite this, it is essential for the authorities to carry out separate investigations into these allegations in order to determine the following:

i. The real owner of the $800,000 USD in question. ii. The source (or sources) from which the person who has been identified as the owner of the sum of $800,000 US obtained the money. iii. Whether or not the accused person was indeed responsible for the theft of the full sum of $800,000 from the property where the complainants were staying."
